Her Excellency Dr. Hanan Mohamed Al Kuwari served as Qatar’s Minister of Public Health from January 2016 to December 2024. She was also Managing Director of Hamad Medical Corporation (HMC), since 2007. Her Excellency serves on numerous boards, including the Academic Health System International Advisory Board, the Hamad Healthcare Quality Institute International Advisory Board, the Joint Advisory Board of Weill Cornell Medicine-Qatar (WCM-Q), Qatar University Board of Regents, Sidra Medicine Board of Governors, Board of Directors of Qatar Foundation for Social Work, and United States’ National Academy of Medicine (NAM).

Following completion of a bachelor’s degree and master’s degree in healthcare management, she obtained a PhD in Healthcare Management from Brunel University in the UK in 2002. H.E. Dr. Hessa S. Al Jaber is the Chairperson of the Qatar Innovation & Research Foundation. She is also Chairperson of Doha Tech Angels (DTA). She additionally serves on the Supervisory Board of Volkswagen AG, bringing strategic oversight to one of the world's leading industrial groups. Her board leadership spans key national and educational institutions, including MEEZA, Qatar University's Board of Regents, and Qatar Community College. Internationally, she is a member of the United Nations ITU Broadband Commission for Sustainable Development, contributing to global policy on digital inclusion and connectivity. From 2008 to March 2025, Dr. Al Jaber served as Chairperson of Qatar Satellite Company (Es'hailSat) and Malomatia, guiding the development of strategic national digital infrastructure. Between 2017 and 2021, she was a member of Qatar's Shura Council (Consultative Assembly). Earlier, she served as Minister of Information and Communication Technology and Secretary-General of ictQATAR, where she led the liberalization of Qatar's telecommunications sector and spearheaded landmark national initiatives. She holds a B.Sc. in Engineering from Kuwait University and a Master's and Ph.D. in Computer Science from George Washington University, Washington, D.C.
